5. Market Context and Strategic Importance

The continued economic development of Bangladesh, as of other economies, depends closely on the availability of affordable, reliable and quality-assured energy. Rising demand from transportation, agriculture, manufacturing, power generation, construction and household consumption creates opportunities for responsible participation across the energy value chain.

Bangladesh relies on a combination of domestic production and imported energy products. Volatility in international markets, foreign-exchange constraints, shipping costs, limited storage capacity and supply-chain disruptions make diversified sourcing and effective energy logistics increasingly important.

mantasha Energy seeks to address these challenges through commercially viable supply proposals, strategic international partnerships, rigorous quality assurance and the development of efficient import, storage and distribution capabilities.

6. Core Business Activities

  • International sourcing and import: establishing commercial relationships with qualified refineries, producers, traders and international suppliers.
  • Government and institutional supply: supplying authorized public-sector entities, state-owned energy organizations and eligible institutional customers through the applicable procurement and approval procedures.
  • Bulk storage and terminal infrastructure: pursuing partnerships and investment in petroleum storage facilities, import terminals, pipelines and related infrastructure.
  • Wholesale and commercial distribution: developing supply relationships with authorized distributors, industrial consumers, commercial enterprises and other eligible customers.
  • Quality assurance and inspection: arranging independent product testing and inspection through recognized organizations to verify compliance with contractual specifications.
  • Strategic supply-chain management: planning procurement, shipping, storage, inventory and delivery schedules to improve supply reliability and operational efficiency.

7. Quality Assurance and Independent Inspection

Every consignment will follow a documented inspection protocol, with inspection carried out by recognized independent third-party agencies such as SGS or Intertek (ITS). The protocol comprises five stages:

  1. Pre-shipment verification: confirmation of the product’s origin, the authenticity of the refinery and product documents, and conformity with the agreed technical specifications.
  2. Sampling: collection and preservation of representative samples from each consignment under an approved sampling protocol.
  3. Laboratory testing: testing of the required quality parameters at accredited laboratories against the agreed specifications and applicable international standards.
  4. Third-party inspection: independent verification of quality, quantity and specifications by SGS, Intertek (ITS) or an equivalent recognized agency.
  5. Acceptance: acceptance and approval of each consignment based on the Certificate of Analysis (COA), the inspection report and reconciliation of delivered quantity against contracted quantity.

8. Planned Storage Infrastructure

To strengthen strategic reserves and enable rapid response to the requirements of the global and Bangladesh Petroleum Corporation (BPC), including emergency supply, mantasha Group plans to develop tank terminals at the country’s two principal seaports. Planning, engineering coordination, procurement, construction management and commissioning are intended to be carried out through mantasha EPCM, subject to the necessary approvals.
